What is the Healthy Businesses permit?

The Portland Bureau of Transportation’s (PBOT) Healthy Businesses permit allows temporary changes to streets to give people more space to conduct business safely amid our current public health crisis. Winter permits expire March 31, 2021. Applications for Healthy Businesses permits now open.

All current Healthy Businesses permits are set to expire March 31, 2021. To ensure businesses can stay open in a way that serves their customers through spring, summer, and fall, PBOT is extending the Healthy Businesses permit program. These permits will once again be free and will expire October 31, 2021.

Important conditions for construction and utility conflicts.

Temporary Structures and Utility Conflicts 

Summer is an active time for the construction industry, and we anticipate that some Healthy Business installations will need to be inactive or moved to accommodate needed utility improvements/repairs.Healthy Business installations may be reopened once utility work/construction is complete.  Permit requirements include: “Maintenance: Permit-holders may be required to remove or relocate installations for maintenance and construction activities, including emergency and utility work.”When you apply for a permit, we review for any known conflicts and will help coordinate any future utility or maintenance projects.
