The Downtown Portland Clean & Safe district provides extraordinary essential services to the people, places, and businesses within a core 213-block area of our unique city. Operating since 1988, the district is one of the oldest, largest, and most successful enhanced service districts in the nation.

JOB SUMMARY
The Director, Downtown Programs oversees the Downtown Retail Strategy and related program work for the Downtown Portland Clean & Safe (DPC&S) district. This position is the lead staff person for convening the Downtown Retail Council, a committee of downtown Portland stakeholders committed to a thriving place to do business and enjoy downtown. The director will oversee all market research projects conducted on behalf of DPC&S for the benefit of members and the organization. This position shall maintain relationships to enhance a positive, favorable, and desirable environment for retail business activity in downtown Portland.

ESSENTIAL FUNCTIONS

  • Lead Downtown Retail Development Programs
    • Includes administration of all phases of the holiday lighting program
    • Fostering the vitality of downtown
    • Encouraging the retention and expansion of existing businesses
    • Attracting new businesses to locate within the district
    • Coordinate promotions to drive shopping traffic to downtown Portland
    • Regular analysis of existing office and retail data used for recruitment, expansion, and retention
  • Oversight of the Downtown Retail Council
  • Work closely with the Portland Business Alliance Government Affairs department to identify local and state issues affecting the retail industry. Helping to also identify downtown businesses that need to be appropriately represented or engaged.
  • Manage the Downtown Retail Advocate who is in regular contact with the downtown Portland brokerage community
  • Oversight and implementation of Downtown Retail Strategy plan
  • Oversight of Quality Control/Outreach staff, providing on-street and sidewalk engagement within the district.
  • Work closely with the Director, Downtown Marketing, and communications teams on related campaigns
  • Oversight of Retail Recruitment Packet
  • Manage annual pedestrian count process, 2x/year
  • Coordinate approved sidewalk amenities within the Enhance Services District (ESD) (garbage cans, news racks, installations)
  • Downtown Economic Development Program includes:
    • Participate in task forces and committees that advocate for economic development for central city retail, office, and housing development (Central City Standing Committee and Old Town Community Association)
    • Conduct market research to develop an understanding of Portland’s central city market that drives economic development and retail efforts
    • Work with governmental entities to overcome identified obstacles in the district
  • Conduct an annual census and survey of downtown businesses to determine their expansion, contraction, or relocation plans and to identify factors considered obstacles or enhancement to conducting business downtown
  • Research of the central city parking inventory; hotel density; perform bi-annual pedestrian counts at key downtown intersection to determine foot traffic patterns
  • Prepare the annual Development-Redevelopment Report chronicling construction activities within the district
  • Other duties as assigned

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in related discipline or specific related experience
  • Five years of experience in program management, guiding or organizing market research and community engagement, or other policy programs.

  • Excellent communication and advocacy skills to lead initiatives.
  • Proven track record in collaborating with organizations to establish key contacts to grow and expand the interests of the organization.
  • A wide knowledge of the retail industry from a “ground-up” perspective.
  • Comfortable when presenting to large audiences and facilitating diverse interests.
  • An entrepreneurial, strategic, energetic, collaborative, and proactive team player who is able to work independently to complete a task.

  • Work is normally performed in a typical interior/office work environment.
  • No or very limited exposure to physical risk.
  • The employee may be required to push, pull, lift, and/or carry up to 20 pounds. Occasionally that requirement may be higher.
  • The noise level in the work environment is usually quiet and, at all times, is within safe OSHA decibel constraints.

In addition to office hours, this position may require work outside of the normal office atmosphere on a limited and seasonal basis when needed, including during the implementation and set-up for holiday promotions, events, conferences, and conventions among other projects.

Salary: range is $65-$75K
