Alliance urges adjustments to Inclusionary Zoning program

The Alliance sent a letter to Mayor Wheeler and City Council urging the city of Portland to evaluate and make adjustments to its Inclusionary Housing (IH) program, which has been in effect for slightly more than one year. The program as designed appears to have a chilling effect on housing development, further exacerbating issues with insufficient housing supply and impacting affordability.

In the 2016 legislative session, the Alliance did not oppose lifting the statewide ban on inclusionary zoning, but ensured the legislation required that the number of regulated units was related to the financial incentives available.
