Constitutional referral for affordable housing
The Alliance is supporting House Joint Resolution (HJR) 201, a referral headed to voters in November 2018 to amend the state constitution to allow more flexibility in the use of government-issued, voter-approved affordable housing bonds. Currently, the constitution restricts local government’s ability to partner with the private and nonprofit sector using bonds. If approved by voters, the change will enable local governments to leverage these resources to expand the number of affordable housing units than would otherwise be created. HJR 201 was passed unanimously by both the Oregon House and Senate.
