Unreinforced buildings to undergo seismic retrofit

The city of Portland will consider an ordinance that mandates the retrofit of unreinforced masonry (URM) buildings throughout the city. The proposed policy, which will go before city council later this month or early February, has evolved based on feedback from the Alliance and neighborhood property owners to better balance safety outcomes in the event of a major earthquake and the financial costs of required retrofits. In a recent letter to Mayor Ted Wheeler and city council, the Alliance voiced support for much of the proposed policy but also emphasized the need for significant financial incentives, a waiver of tenant relocation fees and urged that a vote not be taken until an independent analysis of the retrofit cost is completed.
