The Alliance expressed concerns that the proposed changes could limit fuel supplies and increase costs to customers not only in Portland, but across the state given that the Portland terminals supply 90 percent of the fuels used in Oregon. City council approved amendments that made the zoning code changes more restrictive than was recommended by the Planning and Sustainability Commission. A vote on the ordinance is scheduled for Dec. 8. Read the Alliance letter.
